[retronet] RetroNet IRC Network Changes

PLEASE NOTE!

The RetroNet IRC network has changed!

Please update your IRC clients to use irc.retrocomp.net as the server name.
This will automatically connect you to one of the actual IRC servers.

You may use port 6667 for cleartext with no encryption, or port 6697
for SSL/TLS.

Note that the old DNS entry for irc.chivanet.org has been REMOVED,
and once these changes propagate, you will no longer be able to connect
to it.
