As I think about other things, I think it's almost critical that we 
assume that link-net IPs will be specific to the concentrator that they 
are connected to.

We can easily allocate a subnet that the member can advertise to us via 
their link-net IP.  But the link-net IPs must be associated to the 
concentrator.
